As the description says we are removing LC calibration from RoI and FS offline topoclusters which was responsible for shifting HLT vs OFFline resolution (described in page 8 of https://indico.cern.ch/event/1170469/contributions/4969803/attachments/2483833/4264335/HLTCalo20220721.pdf).
