Fix treatment of newly added SCT DAQ defect

We noticed after !55211 (merged) that the newly added defect would be automatically turned on, while we considered it is still under commissioning so should not be used offline. In order to avoid this defect to be used in offline reconstruction, we would like to implement a small fix (note that the new defect has been suspended on SCT DAQ since the problem on Global Monitoring on 16 July (https://its.cern.ch/jira/browse/ATLASRECTS-7162); therefore no immediate impact on data reconstruction is expected).
