Use MuonCombinedTrackSummaryTool for MuonSegmentRegionRecoveryTool CA config

This MR updates the CA config of the MuonSegmentRegionRecoveryTool to use the MuonCombinedTrackSummaryTool, in sync with the old-style config MuonCombinedFitTools.py.

This solves some warnings seen in particular in some Upgrade configs
