L1TriggerTowerToolRun3: Adding strategy 4 lut simulation

Hi,

This MR is meant to add the strategy 4 simulation for lut variables in PPMBS simulation monitoring. The monitoring tool reads L1TriggerTowerToolRun3 to do the lut simulation. This problem is related to the Jira ticket ATR-25944
