Add VBF triggers to LLP1 trigger skimming

This MR adds VBF triggers (inclusive and VBF+bjet triggers) run in 2018. These triggers are being investigated for use in the VBF channel in the Higgs to Displaced Vertex with Multiple Implementations (HDMI) analysis.
