Updates for 4 BC readout from New TGC SL (from !55303)

  • Changed number of bunches (3->4) in the readout data from the new SL/SROD in TGC
  • Fixed incompatible format for bcBitmap in SROD.

This MR is copied from !55303 (closed) and fixed issues pointed out by CI. We keep the 3-bunch readout for hit data, while only the trigger data is 4-bunch.

This MR, as the first step, data at the next-to-next bunch (should not exist yet) is stored in Muon::TgcCoinDataContainer_tlp3_TrigT1CoinDataCollectionNextBC collection. (i.e. not create NextNextBC collection)
