EGamma calibration: Run3 pre-recommendations

Updating the EgammaCalibrationAndSmearingTool and egammaLayerRecalibTool with the Run-3 pre-recommendations model: es2022_R22_PRE. The updates are based on the jira ticket: ATLASEG-200. The pre-recommendations are based on the latest Run-2 recommendations (es2018_R21_v0) with the following changes:

  • Using nominal Z->ee scales and resolution smearing using R22: mc20e and data18
  • Increasing Zee_syst including envelope of 2018 and 2017
  • Adding new sys. uncertainty source accounting for OFC settings between Run-2 and Run-3
