Remove CPS from primary chains and enforce

Teng Jian Khoo requested to merge khoo/athena:22.0-TMMT-PrimaryInCPS into 22.0

Primary triggers should not be prescaled, and consequently should not be in CPS.

Removes the 'Primary' portion of the LowMuGroups -- this status is not clearly defined in low mu runs, where we have different prescales for different mu conditions.
