MuonJiveXML fix

Liaoshan Shi requested to merge lshi/athena:jivexml-fix-stgc into 22.0

Added protection in sTgcPrepDataRetriever when the channel design is not available for some sTGC wire channels. This is to fix a crash in the online event displays when running with 22.0.77.

Raised the MDT ADC cut from 50 to 90 to suppress some MDT noises in the event display.

The changes are needed for both online and offline, and are targeting for branch 22.0.
