Organize b-taggers in physics validation

BinBin Dong requested to merge (removed):22.0-new-taggers into 22.0

This MR along with !55524 (merged) organize the b-taggers in physics validation code:

  • Cleaned outdated b-taggers, which include MV2c10, DL1 and IP3DSV1
  • Renamed previous DL1d to DL1dv00
  • Added DIPS low level tagger (cuts temporarily copied from RNNIP, needs to be updated in future)
  • Added latest DL1d, named as DL1dv01
  • Added graph neural network based tagger GN1
