Add protection against trying to write /Simulation/Parameters twice in CA-based simulation jobs

John Derek Chapman requested to merge jchapman/athena:SimulationMetadataPatchCA_22.0 into 22.0

@tcuhadar spotted that the CA-based configuration for ISF simulation was attempting to dump the /Simulation/Parameters metadata twice. This merge request should prevent this.
