Tidying of PileupReweighting Code

Zach Marshall requested to merge zmarshal/athena:Beamspot_PRW into master

This implements one thing that was listed as a TODO in the file, and the rest is just tidying, removing old commented code, and removing a few unnecessary comments.

The header that's removed has been marked obsolete since early Release 21, and I find no code in the athena repo that still uses it.
