Adding jTower container to the jFEX input data decoder

Merged Sergi Rodriguez Bosca requested to merge serodrig/athena:jTower into 22.0

This MR is meant to link the xAOD::jFexTowerContainer container and the jTower decoder information of jFEX. Comments must be there for the future since no Point 1 data available yet, and they will useful for debugging
