Enable JES precision flavour uncertainties in AnalysisTop

Steffen Korn requested to merge skorn/athena:21.2-JESPrecisionFlavourUncertainties into 21.2

Add a useJESPrecisionFlavourUncertainties option (True or False) to the config options in AnalysisTop. If requested by the user the new JES precision flavour uncertainties as described here are used.
