Draft: Adding a check for the input collections in the RDO_BKG file

Added two functions getFileMetadata and checkCollectionInPresampledInput to OverlayReadMetaData.py in order to check if the input truth collections are in the RDO_BKG file before copying them in the FastChainSkeleton.EVGENtoRDOwOverlay.py.
