MuonSelectionTools - Restore calotags beyond eta 1

this MR restores the calo tags beyond eta =1. In !54430 (merged), the calo score method was enabled as the baseline one to identify calo tag muons. However, the underlying network is only trained for muons below eta 1. Going beyond kills all calo tags. The MCP folks primarily need the function to evaluate the efficiencies by the means of tag & probe. No changes w.r.t. frozen tier0 policy are expected. Or in other words, the AODs contain all information to calculate the working points on the fly.
Added switch to kill commissioning muons in MST. By default, the switch is set to false. I.e. no change in the behaviour of the code.
