Adding a basic test to PhotonEfficiencyCorrection

I'm adding a CI test for PhotonEfficiencyCorrection. It will setup a couple of instances of the tool, initialise them, and apply the scale factors to the ASG_TEST_FILE_MC. Only the return code is checked, so no need to update reference files when updating recommendations. We almost made a mistake last round, that would have been caught with a test like that.

I'm also cleaning up the old default map that points to files that don't even exist anymore.
