TileRecEx: migrate to CAtoGlobalWrapper

Frank Winklmeier requested to merge fwinkl/athena:tilecalibrec into 22.0

Use CAtoGlobalWrapper to avoid having to manipulate configurableRun3Behavior. Also the manual merging into TopAlg is no longer necessary.

cc @solodkov: I wasn't able to fully test this, but the python at least executes fine.
