Cleanup Pool and IOVDbSvc configuration

Cleanup Pool and IOVDbSvc configuration to be more in spirit of ComponentAccumulator.

  • make PoolSvcCfg, AthenaPoolCnvSvcCfg and AthenaPoolAddressProviderSvcCfg
  • make CondInputLoaderCfg so one does not have to retrieve the algorithm
  • unify code style of IOVDbSvc configuration
  • also cleanup McEventSelectorCfg and clients
