IsolationSelection - Add derivation thinning algorithm to keep information needed for the IsoCloseByCorrectionTool

This new algorithm adds all information to use the IsoCloseByCorrectionTool offline. Follow-up MR will come to add the alg to PHYS and to adapt the IsoCloseByCorrectionTool.
