Small menu updates: add muon chains for idperf (ATR-26151) and express label to muon chains (ATR-24367)

ATR-24367 add express stream label to chains:

  • HLT_mu4_L1MU3V
  • HLT_mu4_l2io_L1MU3V

Move following chain from dev to phys, adding support and CPS groups:

  • HLT_j180_2dispjet50_2p_L1J100
