Updated eta cut for InDetTrackSelectionTool upgrade configs based on cut levels

Some pre-defined working points for the InDetTrackSelectionTool implements an eta cut of 2.5, see here. For upgrade configs, this is a priori not relevant and should be extended to 4.0. This is taken care of by this MR. (Run-3 config is unchanged.)

Main impacted configs are:

• isolation IsoToolsConfig.py#L21 and DerivationTrackIsoConfig.py#L94
• PFlow PFCfg.py

Note: I suspect something also needs to be updated in the jetContextDic in StandardJetContext.py#L31 but as this is blind to the CA flags, this might require some more clever update.
