TrigServices: run CondAlgs before forking

Frank Winklmeier requested to merge fwinkl/athena:preloadCond into master

For the HLT (online and athenaHLT), run all CondAlgs once before the first event, i.e. before forking, to improve memory sharing.

Relates to ATR-26138. Requires !56111 (merged).

Before alsoTargeting:22.0 this MR will remain in master for a few days to see the impact on ART tests.
