CA-tracking configuration SiSpacePointsSeedTool + SiZvertexTool

Continuation of updates of tracking CA configs, moving together the configs of the same C++ tools. This MR covers the SiSpacePointsSeedTool_xk and SiZvertexTool_xk packages. Also includes small clean-up of other configs related to set up of PRD association. No change seen in q445 outputs as expected, nor in q447 outputs with local cherry-pick to master .
