HI jet configuration to build subtracted scale jets and UE subtracted cells in new JO

Implemented:
- Calo Jet seeds
- iterations
- UE subtraction from jets
- R=0.2, 0.3, 0.4, 0.6, and 1.0
- TrackJets for seeding in iter1 and save to ESD/AOD
- JetConstituentsModifiers
- cellbased subtraction for E/gamma
Missing, to be added in a next iteration:
- set flags ( currently all names and options are harcoded )
- btagging configuration
