Small bug fix for IDGlobal histograms in InDetGlobalMonitoringRun3 and reintegration of TIDE plots to web display

This MR fixes a small bug in the filling of the base track multiplicity histogram and wrong tool initialized for loose selection map, as well as adds TIDE plots and eta/phi selection maps to DQ web display config.
