TileMonitoring: Produce Tile channel occupancy maps per gain with different thresholds

Tile Cell monitoring has been updated to add possibility to use different energy thresholds for gains for occupancy maps over threshold per gain and energy threshold for low gain has been increased up to 10 GeV.
