Add Athena/xAOD Acts::MultiTrajectory implementation - step 1
This is a step 1 towards Athena MTJ implementation. The MR contains the MTJ class that we can construct. It has provisions to make it "constified" when saving in the SG by producer. Also the bootstrap of the test is added. Implementation is largely missing and it will be added gradually over next weeks together with the expanded test.
