Move to new version 4.4.0 of GeoModel

Nicholas Styles requested to merge nstyles/athena:master-bumpGeoModel into master

Move to new version (4.4.0) of GeoModel to pick up recently added features, in particular:

GeoModelDev/GeoModel!143 (merged)

which is needed for future Upgrade geometry developments. At the same time update GeoModelXml utils to be able to use versioned .dtd files which are part of the GeoModel update (Upgrade tests will fail otherwise due to inconsistencies).
