Add Acts Pixel Clusterization to CI Test, replacing EDM converter

This MR modified the Acts CI test (ActsWorkflow) by replacing the cluster EDM converter with the Acts-Based pixel clustering that @lgagnon has introduced. It is a simple change in the flags used for that reconstruction job.

ITk Strips are disabled for this test since the clustering tool is not available for them.
