set cuts on holes in scoring incorrectly to keep the status quo but

This MR is not a fix but rather keeping the status quo of no cuts on the number of holes in the AmbiScoringTool. The cut values should be adjusted - a starting point can be the settings from Run 2 but it should be checked against the current operational issues with the pixel readout. The MR also copies the ConfigFlagSettings to AthFlags to be used in the CA config. The MR should have no count differences ATR-26301
