Heavy ion trigger menu update for LHCf runs as discussed in ATR-26051:

ZDC: added HI L1 ZDC items; fixed logic bug in ZDC_A and ZDC_C; added L1_ZDC_LHCF to test ZDCCalib stream

AFP: copied requested chains from PhysicsP1_pp_lowMu menu or Dev_HI menu to PhysicsP1_HI menu

Applied TriggerValidation_prescale to HI menu ARTs to avoid timeout as reported in ATR-26268
