Convert flavor tagging labeling tools to decorators

There's no reason the flavor tagging group's delta-R labeling tool can't be an IJetDecorator rather than an IJetModifier. Here I change it.

TODO:

  • Add back the associated objects. Not too hard to do but there's no ready made function to replace addAssociatedObjects from JetLand.

Might be useful for @rjoshi.
