Updating jFEX Tower EDM and bytestream decoder to save eta and phi coordinates

Merged Sergi Rodriguez Bosca requested to merge serodrig/athena:EDM_update_v2 into 22.0

This MR is meant to implement two things:

  1. The reading of the mapping to match the fiber to eta-phi coordinates
  2. The possibility to use the jFEX tower decoder in the decorator (in a next MR), so we will be able to save SC Et information.

There is one step missing still, the possibility to store just one jTower with EM and HAD energy.. without duplicates. This is still under investigation to know how to do so.

There are cout still commented out since I still need to implement the feature described above. They will be removed in the end.
