Implementation of ACTS-based ITk strip clusterization
This MR implements strip clusterization using the ACTS library, following what was done for Pixel in !55150 (merged).
The cluster observables have been confirmed to match those computed with SCT_ClusteringTool.cxx, but the ACTS-based algorithm has been shown to be 10-15% faster on an ITk ttbar w/ PU=200 benchmark.
