Bug ATLASRECTS-7257 fixed by removing the possibility to have 3 bytes per hit in sTGC
The crash was due to the wrong NOTDC flag in some sTGC hits, leading to wrong hit count. ers functions have added in addition to notify warnings (compatible usage between online and offline). Debugging printouts and options added to test program.
