Initial PLR digitization and overlay configuration. This is a cleaned-up version of !52324 (closed).

Awesome, thanks so much @tadej! Did you look at the PLR_RDOAnalysis output to verify the PLR digitization works as expected? If not, I would be happy to do this check.
