TrfTestsARTPlots: new package for dcube output from TrfTestsART

Introduced the new package TrfTestsARTPlots and moved 4 PHYS/PHYSLITE testing scripts that use (or will use) dcube plotting output from TrfTestsART to the new package as discussed in ATLINFR-4676.
