Externals Update, master branch (2022.09.22.)

Updated all projects to atlasexternals-2.0.140. The changes wrt. atlasexternals-2.0.139 are (atlasexternals@2.0.139...2.0.140):

• Updated FindGeant4.cmake to set up the data files from EOS by default instead of AFS (ATLASSIM-3175 and ATLINFR-3946, thanks to @bmorgan);
• Updated the Geant4 build to use our own build of VecGeom (ATLINFR-4682, thanks to @bmorgan);
• Updated the RPM building configuration to work on CentOS Stream 9 (ATLINFR-4631, thanks to @elmsheus).

The G4 updates need a full-build and full-unit-tests to make sure that we're not missing anything. As I expect that simulation results will change.
