Adding decoder and solving a bugfix in jFEX input data

Sergi Rodriguez Bosca requested to merge serodrig/athena:decorator_v3 into 22.0

This MR is meant to include two new files to decorate the jTower container (for the input data decoder).

While building up the algorithm we realized that the input data was buggy due to the wrong ordering of the data format.

**Commented out printout are still necessary for debugging purposes **
