Enable legacy L1Calo/L1Topo reco in CA for Run3 data

Move the legacy L1Calo/L1Topo reco config from the condition flags.Trigger.EDMVersion in [1, 2] to the condition if flags.Trigger.enableL1CaloLegacy. The legacy L1Calo/L1Topo systems are still the nominal ones providing physics selection in the first part of Run 3 and their EDM is part of both Run 2 and Run 3 Trigger EDM. They will only be removed once the phase-1 system is fully commissioned and it's the flags.Trigger.enableL1CaloLegacy flag which will mark this change.
