Update the diagnostic tools used by LAr

Ellis Kay requested to merge ekay/athena:upstream/DQUtilsLAr into master

hotSpotInHIST was updated in order to accommodate longer runs with more LBs.

checkCorrelInHIST was re-written, and can now be used to read merged hist files and highlight the potential source of noise which is contributing to unmatched clusters.
