Add basic CutBookkeepers information to MetaReader

Add basic CutBookkeepers information to MetaReader. It's added to peeker mode as I think it will be commonly used (hint: CutFlowSvc). For now we can peek current cut cycle and current cut input stream.

Targeting 22.0 as we may want to backport any future CutFlowSvc-related improvements there anyways. Running with full-unit-tests just in case.
