Simplify Acts Configuration using enum type for reco sequence

This MR rewrites part of the JO configuration for the tracking algorithms, allowing the co-existance of both a fully-Athena and a fully-Acts tracking reconstruction sequence. It also allows the possibility of deciding for each tracking component which software to use, thus allowing for hybrid reconstruction chains.
