New CA based trigger test for ITk

Adds new python CA config TrigInDetConfig/TrigInDetConfigITk, TriggerJobOpts/runHLT_standalone_newJO_ITk and TrigInDetConfig/TrigTrackingPassFlagsITk to enable the trigger to be run on ITk datasets. Removes hard-coded RDO container names in generateMuon.py.

This only changes the CA config so will not affect operations at P1.

This is a part of EFTRACK-4, EFTRACK-7 and EFTRACK-142
