Improve testing of MTJ by adding ConstMTJ

In this MR the testing is slightly improved, that is we build now Mutable & Const MTJ and we'll repeat tests needing only read access on both variants. In addition to checking that the implementation is the same we'll also make sure that only methods that need to be disabled are in fact disabled.
