Add loose upgrade config in DL2 DIPS tagger tracks selection

This MR adds a new loose tracks selection for Upgrade configuration when using the Training Dataset Dumper and adding a newly trained DIPS tagger as described here (https://training-dataset-dumper.docs.cern.ch/configuration/#dl2-config). It's similar to this previous MR (!54837 (merged)) where a tight tracks selection was add. Tagging @duperrin @tstreble
