Add id monitoring jpsi mumu chain (fix for the existing one to remove bias: ATR-25754)

• Added a new J/Psi mass id monitoring chain (HLT_mu4_mu4_idtp_idJpsimumu_L12MU3VF) which is to replace the current one (HLT_mu4_mu4_idperf_1invmAB5_L12MU3VF) which has a bias in monitoring ID performance (presence of ID track is required and the mass is calculated with combined muon)
• This is a same fix for ATR-25754 (for Z mass id monitoring)
