Removing obsolete measurement class in ActsTrkEvent package
The ActsTrk::Measurement class has been superseeded by https://gitlab.cern.ch/atlas/athena/-/blob/master/Event/xAOD/xAODMeasurementBase/xAODMeasurementBase/versions/UncalibratedMeasurement_v1.h
Unless I'm missing something obvious here, the ActsTrk::Measurement is currently not used and will not be used in the future in Athena. xAOD::PixelCluster and xAOD::StripCluster EDMs are also available (and inheriting from UncalibratedMeasurement) and used for tracking code.
