BPHY13 and BPHY23 update

BPHY13: Remove "BPHY13RefittedPrimaryVertices" in the output file to avoid large vector size in the case of large number of candidates, and reduce "MaxPVrefit" to 20.

BPHY13 and BPHY23: Added "MuonSegments" in the output file for LowPt muon ID.
